Why School Districts Trust Their Communication to SPARK VoIP

We just moved from Cisco on prem to 3CX hosted. Our vendor, Spark Services, helped us the whole way. They set up everything in 3CX and manage as much of it as we want. I have a very small team. We ran into a couple bumps with phone communication due to some of our network settings, but the vendor’s CEO jumped on a session with us and helped us solve the problem quickly. We are a month in and everyone is quite happy.

§What usually starts this

Districts do not replace phone systems for fun. Something starts it.

Which one brought you here?

  • It is end of life

The maker has stopped supporting it, the parts come from eBay, and the one technician who knows it is close to retiring.

  • It went down

Phones were out across more than one building, and afterwards someone asked how you were going to stop it happening again.

  • You are new here

You inherited the phone system with everything else, and it is the item on the audit you cannot defend.

  • Safety asked a question

Someone checked whether a classroom phone dials 911 directly and tells dispatch where it is. The answer was not reassuring.

  • You are building

A new campus is going up, and nobody wants to install a twenty year old system in a brand new building.

§911 from a classroom

This is the part your board, your insurer and your security director will ask about.

Two federal rules apply to multi-line phone systems like a district’s.

Kari's Law. Anyone can dial 911 directly, with no prefix, and someone on site is notified.

RAY BAUM'S Act. The call tells dispatch where the caller is, down to the building and room.

What we do. We configure both per building during the install, and put in writing exactly what the system does, so your business office and your counsel can check it. We will not tell you a phone system makes you compliant. That depends on your records being right and staying right.

§When something breaks

What happens on a bad day, said plainly.

If a building loses internet or power. The phone system is not in your building, so it keeps running. Your staff keep working on their mobile phones with the 3CX app.

Our side. The hosted system runs at 99.9 percent uptime.

Who you get. A real person answers. If they can fix it on the call, they do. If not, they open a ticket and tell you what happens next. After hours, call (918) 608-8888 for 24 hour emergency support.

§Changing systems

Your old system stays live until your numbers have landed.

Districts do not cut over phone systems in October. You have the summer, it overlaps with every other project you postponed, and the people who know how the phones are supposed to work are not all in the building.

1. We look at what you have. Buildings, classroom counts, what is on the walls and in the ceilings, the carriers and lines you are paying for, and what your network can carry.

2. We design the replacement. In writing: the system, the 911 setup per building, paging, routing, and what stays analog behind an adapter.

3. We build, port and cut over. We build the system and start the ports while school is in session, because none of that touches your working phones. The cutover goes in your window.

§Paging and bells

The phone system is also the intercom.

Most districts need to page a building or a zone, reach a classroom from the front office, and keep an overhead system and a bell schedule working. Tell us what is on the wall and in the ceiling. Some of it integrates, some of it stays analog behind an adapter, and some of it should be replaced. We will tell you which is which on the first call instead of discovering it in August.

Staff on the move. Principals, nurses, counselors and maintenance answer their district extension on the 3CX app, so nobody hands a personal cell number to parents.

§The price

Your license follows your phones. Your monthly bill follows your calls.

A school has far more phones than people on calls. The license is annual, sold separately, and has to carry every extension. Schools pay the same published license price as everyone else; 3CX has withdrawn its education discount. The monthly bill is $30 per simultaneous call, which means per SIP trunk, and trunks follow your calls rather than your phones. For a school we can often run fewer trunks than the license size.

Worked example: 35 classroom phones plus 15 office, nurse, library and gym extensions is 50 extensions, which puts the license at 16 SC. Their calls fit on eight trunks, so the monthly bill can be $240, plus a 16 SC license at $795 a year for PRO.

Run your own numbers

§For your board

The questions you will be asked, and straight answers.

"Didn't we just buy phones?" Probably ten or more years ago, before the federal 911 rules for multi-line systems took effect in 2020 and 2021. The question is not whether it still rings. It is whether you can still get parts, support and a 911 setup you can defend.

"Why not keep it running another five years?" You can, until a part is not available or the person who maintains it leaves. Replacing it on your schedule, in a summer window, beats replacing it in an emergency in March.

"Why does it cost what it costs?" Because the quote is itemized: the license, the monthly trunks, handsets and any custom work, each on its own line.

"Why this vendor?" Because they have done it for other districts, they answer the phone, and they put in writing exactly what the 911 setup does.

§The quote

Written, itemized, and it does not expire in 48 hours.

The monthly rate, the license line, the simultaneous calls it covers, the extension ceiling that comes with it, what is included and what is not. Numbers, handsets and any custom work are listed separately with prices.

If your process needs a specific format, a W-9, a quote valid through a board date or a particular vendor form, say so on the first call.

§Questions

What people ask before they call.

What happens if a building loses internet or power?

The phone system is not in your building, so it keeps running. Your staff keep working on their mobile phones with the 3CX app.

Can we keep our existing numbers?

Yes. We port every number you keep, and your old system stays live until they have landed.

Does it support Kari's Law and dispatchable location?

Yes. Direct 911 dialing, on-site notification and dispatchable location are configured per building during the install, and we put what the system does in writing.

Can each building have its own main number and office?

Yes. Buildings can answer for each other after hours or during a closure.

What about calls from parents after hours?

Built into your routing: hours, holidays, closure days, and who picks up when the office is closed.

Are we locked in?

Month to month on our side. The 3CX license is annual.

Do you work with districts our size?

West Orange-Cove CISD runs about 380 extensions across 7 locations on SPARK.

How do we check that 911 sends the right building and room?

Dial 933, not 911. It is a test line that reads back the address and callback number your phone would send to dispatch, without reaching a 911 center. We advise doing it once a quarter, because phones get moved and things change that nobody tells us about.

Twenty minutes, before the summer list is full.

Tell us your buildings, your classroom count and what is on the walls. You will get your size, your monthly rate, your license line and a straight answer about your install window.
